Endy D. Zemenides
Endy Zemenides' land use, zoning and government affairs practice focuses on representing developers and municipalities in connection with land use, economic incentive, zoning and public sector related matters for complex commercial, industrial, retail, residential and office developments. Endy has had primary responsibility for the legal issues pertaining to the zoning and economic incentives for numerous properties, both in Chicago and in the suburbs. In addition, Endy’s practice involves representation of developers and property owners in the acquisition and disposition of property, including contract negotiations, due diligence and property evaluations and project financing. Endy also specializes in public/private development transactions including the establishment of industrial, commercial, retail and residential tax increment financing projects, and the structuring of sales tax rebate agreements, property tax abatements and government grants. Endy’s practice also extends to the representations of municipalities and government agencies in land use and TIF matters.
Endy graduated cum laude from Georgetown University Law Center in 2000, where he was an editor of the Georgetown Journal of Law and Policy in International Business and a student-fellow in the Harrison Institute’s Public Policy Clinic.
Endy was previously a partner at Acosta, Kruse & Zemenides and started his legal career as an associate in the Government Department with Altheimer & Gray in Chicago.
Endy’s civic involvement includes sitting on the board of the Coordinated Effort of Hellenes, the most significant Greek-American political advocacy group in the United States, and the National Hellenic Society, serving on the editorial board of the National Strategy Forum, a Chicago-based foreign policy research organization, and as pro-bono counsel for the National Hellenic Museum. Endy has lectured in International Relations and American Foreign Policy in DePaul University’s Political Science Department, has been published in the area of national security in publications such as The National Strategy Forum Review, the Pentagon’s The Officer, The American Bar Association’s National Security Law Reporter and has appeared on WGN’s Milt Rosenberg Show, and John Callaway’s Front and Center.

Preferred Development – general representation of Chicago based developer in connection with entitlement and economic incentives for developments throughout Illinois, including zoning, subdivision, annexation and economic incentives for (a) single tenant retail developments throughout suburban Chicago; (b) several Walgreen’s developments in the Chicagoland area and in Indiana; (c) multi-tenant retail and big box developments in Chicago and suburban Chicago, and (d) developments of office buildings for the GSA.
Mega Development – Lead counsel for Chicago based developer for mixed-used projects at 35th and Halsted, North and Pulaski, 118th and Avenue O and in Jefferson Park in Chicago, Illinois, and in Highwood, Illinois.
Illinois Sports Facilities Authority – Representation of ISFA in connection with acquisitions, land use approvals, and all permitting issues affecting U.S. Cellular Field.
Pete’s Fresh Market – Lead counsel for Chicago based grocery chain in connection with entitlement work and economic incentives.
Grecian Delight – Representation of largest Mediterranean food supplier in Western hemisphere in connection with economic incentives for the expansion of their Elk Grove Village manufacturing plant.
